PROBLEM TO BE SOLVED: To obtain physiologically active water small in aggregation of water molecules, approximately the same collective structure as that of body liquids of the human body such as amnionic fluid, cerebrospinal fluid, and more effectively makes good use of organogermanium efficacy due to higher permeability than that of an ordinary aqueous solution of the organogermanium and extremely high in its absorption in the body. SOLUTION: Ordinary raw material water in which water molecules aggregate by hydrogen bond and form a large aggregate is used, passed through a porous glass filer having 0.1-20μm pore diameters for a plurality of times, approximately homogeneous nanocluster water is obtained from water molecule aggregate, passed through a disinfecting filter and organogermanium powder having affinity for water and bioactivity is dissolved in the water.
