PROBLEM TO BE SOLVED: To provide a transfer device, a filler, and a PTP packing machine, which reduce damage to articles transferred down from above. SOLUTION: The filler 13 comprises a parts feeder 22, a plurality of spring pipes 23, a filing chute 24, and a regulating guide means 25 which regulates the downward movement of tablets 5. The regulating guide means 25 has a pair of rolls 31, 32 and a moving means 33 for moving the rolls 31, 32. When the tablets 5 in the filler 13 is supplied, the rolls 31, 32 are moved down from above by the moving means 33 while the spring pipes 23 are kept hooked on the rolls 31, 32 in an almost N-shaped manner, so that the tablets 5 in the spring pipes 23 are transferred down slowly.
