PROBLEM TO BE SOLVED: To increase production rate of crushed pulp per unit time and uniformity of quality by keeping pulp supplying rate to a crushing cylinder constant when crushing the near end of pulp. SOLUTION: An absorbing material-producing device 1 comprises a pulp-feeding mechanism 2 for feeding pulp 9 at a constant rate, a pulp-crushing mechanism 3 for crushing a pulp 9, and a pulp passage sensor catching the time when the end of the pulp 9 passes through the pulp-feeding mechanism 2. When crushing the near end of the pulp 9, the crushing cylinder is controlled by a crushing mechanism controller 51 to decrease rotating speed and the pulp 9 is supplied to the crushing cylinder in the restrain-released state at a lower speed than that of being drawn in the crushing cylinder rotating at the normal rotating speed. Thereby, the supplying rate of the pulp 9 to the crushing cylinder is kept constant even when crushing the near end of the pulp 9, and the production rate of crushed pulp and the uniformity of quality can be increased.
