PROBLEM TO BE SOLVED: To discriminate a mobile terminal as an object for a restriction, and to provide a communication restriction system for exclusively restricting predetermined functions needed to be restricted. SOLUTION: The communication restriction system has a function setting base station 13 which is arranged near a location 101 in which predetermined functions of a mobile communication terminal 1 are restricted, and transmits functional setting information for changing functions of the mobile communication terminal 1; and a function setting release base station 14 which is arranged near the location in which the predetermined functions of mobile communication terminal are restricted, and transmits functional setting release information for releasing function settings of the mobile communication terminal 1. The mobile communication terminal 1 has a power generator for generating power with electric wave energy received from the function setting base station 13 and/or the function setting release base station 14. The mobile communication terminal 1 has a base station communication means for communicating with the function setting base station 13 and/or the function setting release base station 14 by power generation, and a function setting control means 9 for setting or releasing functions based on the function setting information or the function setting release information.
