PROBLEM TO BE SOLVED: To realize a developing device where a developer supply roller and a developer carrying roller are accurately positioned with simple constitution, and also to realize an image forming apparatus and an image forming system. SOLUTION: The developing device has: the developer carrying roller for carrying developer; a 1st attaching part to which the developer carrying roller is attached; the developer supply roller for supplying the developer to the developer carrying roller; a 2nd attaching member to which the developer supply roller is attached; and a bearing for setting the relative position of the 1st attaching member to the 2nd attaching member and bearing the shaft of the developer supply roller.
