PROBLEM TO BE SOLVED: To realize a degradation determining device capable of determining degradation of a secondary battery with a high accuracy at a low cost without enlarging the device. SOLUTION: When the full charged secondary battery 11 is connected to a connecting terminal 6, an operational amplifier 13 turns on a switching element 12 on a discharge route to start the discharge of the secondary battery 11. Then, when the battery voltage decreases to a degradation determining voltage, the switching element 12 is turned off to finish the discharge. The time from the start of the discharge of the secondary battery 11 to the finish thereof is measured by a clocking device 2, and, after the finish of the discharge, the measured time is displayed. The finish of the discharge is reported to surroundings of a blink type diode 5 and a buzzer 15. In discharging the secondary battery 11, not only discharge current is made to flow to a load resistance 7, but also a cooling fan 8 connected to a load resistance in parallel is driven, and the load resistance 7 is forcibly cooled.
