PROBLEM TO BE SOLVED: To provide a network service with high convenience that uses an external control system by constructing the external control system which can prevent an external control signal from being unauthorizedly used and is secure and strong in the case of externally controlling a terminal connected to a network. SOLUTION: When a terminal receives a specific control signal packet transmitted from a different unit connected to the network while operation in a plurality of starting states is defined in a device in the terminal with supplied with power from a power source part belonging to the terminal, the terminal recognizes various information tags relating to a starting state included in the received control signal packet and controls the starting state of each device of the terminal most appropriately for control contents requested by the recognized information tags.
