PROBLEM TO BE SOLVED: To lengthen the life of a non-volatile memory concerning a counter having a non-volatile memory and its counting method. SOLUTION: This counter 10 is provided with a non-volatile memory 11 having a predetermined byte region divided into a plurality of relatively small byte regions, wherein the divided byte regions are configured to operate counting corresponding to each of digits of a count value, and the byte regions are counted up according to an output signal or the like for storage. This counter 10 is provided with a non-volatile memory for, when the carry of digits is caused in the byte region which operates the counting of the minimum digit among the divided byte regions, changing the corresponding relation of the divided byte regions and the digits of the count value, and for moving contents of the byte region before the carry to the corresponding byte region after the carry, and for storing the digit information of the count value corresponding to each of the divided byte regions as mode data.
