PROBLEM TO BE SOLVED: To provide a winding device and a winding method capable of effectively preventing the generation of a wrinkle and meandering on a web when a contact roller is abutted on a winding core. SOLUTION: The winding device is provided with the winding core for winding the web; the contact roller formed to the winding core so as to approach and leave and pressing the web to the winding core at the winding of the web; and a speed assisting means for accelerating the contact roller in the winding direction of the web. In the winding device and the winding method, the speed assisting means is formed on the contact roller so as to approach and leave and leaves the contact roller from the winding core at the start of the winding of the web. The speed assisting means is made approach to the contact roller to accelerate the contact roller to a predetermined circumferential speed and the contact roller after acceleration is contacted with the winding core.
