PROBLEM TO BE SOLVED: To provide a packaging bag for refilling, which is capable of stably dispensing a content for refilling it when another bottle or the like is refilled with the content with a high viscosity. SOLUTION: The packaging bag for refilling comprises a laminated material 201 having at least a base material layer and a sealant layer. An opening part 14 and a V-shaped seal part 20 cut inward are continuously provided on one side seal part side 26 of an unsealed side of a bag body in which three sides are sealed and the remaining one side has an unsealed side. A spouting part 11 for the content in which both upper and lower ends are sealed is continuously provided between the V-shaped seal part and another side seal part 25, and a cutting starting part 15 for providing a spouting 11a is provided at a specified position on the peripheral edge of the side seal part on the spouting part side to provide the packaging bag 1 for refilling. The spouting part consists of one with a cross-like space 16, and tips of parts on both sides projecting outward are both sealed, or both folded back, or one is sealed and the other is folded back.
