<P>PROBLEM TO BE SOLVED: To make it possible to trace stolen bills even if an automatic transaction device accommodating bills is stolen as a whole by using a heavy machine or the like. <P>SOLUTION: The bill numbers of bills which are inserted in or discharged from automatic transaction devices are reported to a host computer. The host computer manages the bill numbers for each automatic transaction device. Thus, the bill numbers of the bills accommodated in the automatic transaction devices are managed by the host computer.
