PROBLEM TO BE SOLVED: To provide a digest creating device for simply creating a digest meeting a criterion. SOLUTION: The digest creating device comprises an input part 20 for receiving replay information including the broadcast section of a replay video and a reference section representing the actual imaging time zone and information specifying the length of a digest, a replay importance level computing part 30 which determines, from the replay information, the number of times of replays, the distance between predetermined positions in the replay broadcast section and the replay reference section, the length of time of the replay broadcast, the replay broadcast speed, the number of cut switches of the replay, and so forth, and computes the level of importance of the replay video on the basis of these parameters, and a digest creating part 40 which sets the replay video as a digest candidate and selects a combination of digest candidates meeting the length condition of the digest and maximizing the total of the levels of importance.
