PROBLEM TO BE SOLVED: To change contents of an access control list according to the situation, even when a server is moved to change IP addresses. SOLUTION: An access control list generating device is provided with a conversion means 12 which is provided with an access control list management server for managing the access control list 1 and a mobile firewall for using the access control list to filter a packet and converts dynamically settable items, among respective items of the access control list managed by the access control list management server into items for actually filtering a packet in the mobile firewall, a DNS (domain name system) accessing part 13 for making inquiry to a DNS, when a domain name is designated as a dynamically settable item, and monitoring means 14 and 15 for monitoring changes for items requiring dynamic setting.
