PROBLEM TO BE SOLVED: To provide an encoding device which compresses and encodes an input digital signal with a very small code quantity, specially, an encoding device capable whose encoding efficiency and code quantity can properly be controlled in equipment using an audio codec incorporating a variable-length encoding means for Huffman codes etc. SOLUTION: The encoding device whose mean code quantity of each processing unit is not larger than M (M: a natural number) is equipped with the variable-length encoding means varying in code quantity per processing unit according to an input signal and a fixed-length encoding means whose code quantity per processing unit is fixed irrelevantly to the input signal, and the code quantity per processing unit of the fixed-length encoding means is made smaller than M.
