PROBLEM TO BE SOLVED: To provide a tuner for load-pull or source-pull measurement excellent in short-time measurement or the like, wherein measurable VSWR and power are large. SOLUTION: This tuner comprises a transmission line TL1, the first variable-capacity capacitor Ct1 connected in series to the transmission line TL1, and the second variable-capacity capacitor Ct2 connected between the transmission line TL1 and the grounding. The first and second variable-capacity capacitors Ct1, Ct2 are tuners for load-pull or source-pull measurement wherein a plurality of variable-capacity elements C1-C5 using a thin film dielectric layer whose dielectric constant is changed according to an applied voltage are connected in parallel relative to a direct current and connected in series relative to a high frequency between each input terminal and each output terminal. The tube capable of changing an impedance in a short time by utilizing at the maximum each capacity change rate of the first and second variable-capacity capacitors Ct1, Ct2 by a bias signal, having the large measurable VSWR and power, and excellent in short-time measurement or the like, can be acquired.
