PROBLEM TO BE SOLVED: To provide an envelope which does not give rise to the discouragement of willingness on the part of an applicant while preventing a trouble of envelope breakage by a feeder device such as a mail number dividing device from occurring and can save a manufacturing cost. SOLUTION: This envelope 10 is used for sending an application 20 and has an address paper 11, a pasteboard 16 and the like. The address paper 11 is a top base and a tacky base 12 is a tacky label paper with a pressure-sensitive adhesive layer 13 and a release paper 14 laminated in that order. In addition, address information 15 of an addressee is printed on the tacky base 12, and a half cut (hc) for expressing the pressure-sensitive adhesive layer 13 of the peripheral edge part of the address paper 11, is nicked in the release paper 14. Besides, the pasteboard 16 is an underside base which is a different material from the address paper 11, in the concrete terms, a cardboard or a corrugated fiberboard which has a thickness or a strength not satisfying feed properties to the mail number dividing device and also a set position 17 for deciding an arrangement position of the application 20 on the inner surface.
