PROBLEM TO BE SOLVED: To provide an apparatus which precisely determines the serum concentration of glucose without collecting blood. SOLUTION: The apparatus includes an environmental temperature measuring device 28 to measure the environmental temperature, a radiant heat detector 27 to measure the radiant heat from a body surface, light sources 33 and 34 which emit at least the light with a wavelength of 810 nm and the light with a wavelength of 950 nm to the body surface, a light detector 35 to detect the reflection light generated by the reflection on the body surface, a conversion section which stores a measurement value relating to the hemoglobin content of blood, which is measured by using a separately collected blood sample and converts the stored measurement value and the outputs from the environmental temperature measuring device, the radiant heat detector and the light detector to two or more parameters, and a processing section which stores the relation between the above parameters and the blood-sugar levels beforehand and calculates the blood-sugar levels by applying the parameters to the stored relation.
