The device has a platform that functions as a floating body during transport. Two poles (15a, 15b) provided for a windmill (11) can be adjusted in height and lengthwise manner with regard to the floating body. A retaining structure (17) of the poles is adjustable between a transport position and an operating position to provide increased center of gravity of the poles relative to the platform in the transport position. An independent claim is also included for a method for transportation and establishment of functional units for offshore-wind energy plants.
