<p><P>PROBLEM TO BE SOLVED: To provide a call charging system and method, and a terminal and a program thereof for carrying out charging by reflecting voice quality on a call time. <P>SOLUTION: In a caller terminal 101, a voice quality reception section 208 receives a voice quality evaluation value from terminals 101, 102 and transfers the voice quality evaluation value to a voice quality aggregation section 209. The voice quality aggregation section 209 stores the voice quality evaluation value into a voice quality evaluation value table 215 for each transmission direction 501 of voice data, totally calculates the plurality of voice quality evaluation values stored in the table 215, and transfers a result of the calculation to a speech time determining section 212. The speech time determining section 212 obtains a discount rate from the voice quality evaluation value transferred from the voice quality aggregation section 209, calculates a speech time per one call unit in prepaid call units, and informs a prepaid call unit subtraction section 214 about the speech time.
