PROBLEM TO BE SOLVED: To provide a developer applying roller capable of suppressing cost lower than an anilox roller. SOLUTION: The developer applying roller has a metallic endless cylinder where a plurality of minute holes are formed, and a contact member which is arranged in the hollow part of the endless cylinder and whose surface tight-contacts with all the surface of the inner wall of the endless cylinder. Then, a plurality of developer storing parts for storing developer, only whose sides of the outer wall of the endless cylinder are opened and which are spaces formed by the respective side wall parts of the plurality of minute holes and the surface part of the contact member, are arranged on the surface of the developer applying roller.
