PROBLEM TO BE SOLVED: To provide a rolling bearing which has the excellent rolling life and can be inexpensively and easily manufactured. SOLUTION: An inner ring 1 and outer ring 2 of a deep groove ball bearing is manufactured from an alloy steel containing, by mass%, 0.4%-0.6% carbon, more than 0% to 0.5% silicon, more than 0% to 0.8% manganese and more than 0% to 0.5% chromium, by the steps of: annealing the alloy steel by cooling it from an A<SB>1</SB>transformation temperature or higher to lower than the A<SB>1</SB>transformation temperature, at a rate of 5°C/h to 30°C/h; cold-forging it to form it into shapes of the inner ring 1 and the outer ring 2; carburizing them; and then quenching and tempering them. Thus obtained inner ring 1 and outer ring 2 contain 0.7 mass% or more carbon at a position in which the maximum shearing stress works when a dynamic rated load is applied; and have a troostite structure of less than 5% by an area rate.
