PROBLEM TO BE SOLVED: To provide an organic EL device which can reduce a damage due to sputtering during manufacture of an upper transparent electrode and has enough conductivity and optical transparency as well as a buffer layer superior in electron injection efficiency, and to provide its manufacturing method. SOLUTION: The organic EL device is provided with a lower electrode, an organic EL layer including at least an organic light emitting layer, a buffer layer, and an upper transparent electrode in sequence on a substrate. It picks up a light from the side of the upper transparent electrode. In this case, the buffer layer has a multi-layer structure which is formed of two or more first layers including a transparent material with a band gap of 3.26 eV or more and two or more second layers including a metal or an alloy stacked on the first layer.
