PROBLEM TO BE SOLVED: To provide a tape for working a polishing surface and a manufacturing method for it, improving the smoothness of a material to be polished while keeping enough workability. SOLUTION: A fibrous base material is composed of non-woven fabric formed of very fine fibers and elastic high polymers, and the strength in the longitudinal direction is 1.3 times as large as the strength in the width direction. Further, preferably the strength in the longitudinal direction is 50 N/cm or more, the breaking elongation in the longitudinal direction is 90% or less, and the surface has stand. In this manufacturing method, the fibrous base material composed of non-woven fabric formed of very fine fibers and elastic high polymers is processed so that in the moisture state, the longitudinal elongation ranges from 5 to 30%, and the lateral contraction ranges from 5 to 50%.
