PROBLEM TO BE SOLVED: To prevent damage or loss of data caused by repeating reproduction of a specific picture and the secular change of a recording disk or the like in an information recording and reproducing apparatus provided with a program realizing a protection processing function of data in accordance with a deterioration state of recording data and a protection processing means of data. SOLUTION: In the information recording and reproducing apparatus having a reproducing part reproducing selectively picture data recorded in an information recording medium and/or a recording part recording input screen data in the recording medium, the apparatus is provided with a deterioration state detecting means detecting a deterioration state of the information recording medium, a comparing means comparing the deterioration state information detected by this deterioration state detecting means with previously decided reference deterioration state information, and a warning means warning when the deterioration state exceeds the reference deterioration state information or/and a preserving means preserving the picture data.
