An image processing apparatus and an image processing method wherein the sharpness of image contours can be appropriately improved to enhance the picture quality. The image processing apparatus comprises scaling factor control means for detecting a contour part of image data to produce a scaling factor control amount based on the contour width of the detected contour part; contour width correcting means for performing, based on the scaling factor control amount, an interpolation arithmetic processing of the image data to correct the contour width; emphasis amount calculating means for detecting the higher band components of the image data in which the contour width has been corrected and for calculating, based on the detected higher band components, an emphasis amount by which to emphasize the contour part of the image data; and contour emphasizing means for adding the emphasis amount to the image data in which the contour width has been corrected, thereby emphasizing the contour part of the image data.
