PROBLEM TO BE SOLVED: To supply light-emission energy appropriate in accordance with a recording sheet to be used. SOLUTION: The fixing device includes: a flash lamp (F2) disposed in a fixing area where a recording sheet with an unfixed toner image held on its surface is conveyed, having a charger (4) in which a voltage necessary for light emission is charged, and adopted to fix toner to the recording sheet (S) by emitting light in a predetermined cycle of light emission; a charging voltage setting means (C7) for setting the charging voltage that matches the sheet information of the recording sheet (S) to be used; a light emission cycle setting means (C8) for setting the cycle of light emission that matches the sheet information of the recording sheet (S) to be used; and a flash lamp control means (C9) for controlling the flash lamp (F2) on the basis of the set charging voltage and the set cycle of light emission.
