PROBLEM TO BE SOLVED: To provide a sound insulating panel wall installed to a road or its vicinity capable of efficiently generating and diffusing anions without requiring any maintenance such as washing or replacing work for the panel. SOLUTION: A built-in anion generator is installed in a ventilating space between an inlet 12 and an outlet 13 made to a sound insulating panel 1 thereby permitting stable generation of the anions for a long period of time without washing or removing dust filled in the gaps in the panel. By installing the air inlet 12 and outlet 13, natural winds and air currents created by the passage of motor vehicles can be efficiently guided to the anion generator built in the sound insulating panel wall thereby efficiently diffusing the anions.
