PROBLEM TO BE SOLVED: To inexpensively provide a dust scattering preventive method and a dust scattering preventive coating film, short in a curing period. SOLUTION: The dust scattering preventive method and the dust scattering preventive coating film short in the curing period, are inexpensively provided by covering the ground surface 3 with a coating film 1 formed by using mud including a cement solidifying agent.
