PROBLEM TO BE SOLVED: To enable averaging processing to be performed, according to the shape of dots. SOLUTION: Averaging processing sections y71, m71, c71, k 71 set cells to an image, and form memory areas M[fnc], N[fnc] corresponding to each cell to a memory 74, count the moving amount of the target pixel by frequency division counters Cx, Cy while moving the target pixel by one pixel each in the main scanning direction and in the sub scanning direction, in terms of the coordinate system of the cells, discriminate to which cell the target pixel belongs on the basis of the count, accumulate the pixel value of the target pixel to the memory area M[fnc] corresponding to the discriminated cell, increment the number of effective pixels by one, execute the processing above for all pixels, finally execute the processing of calculating an average by dividing the total accumulated value in the memory area M[fnc] by the number of effective pixels by each cell, and respectively store the calculated average to the memory area N[fnc], corresponding to the cell number fnc.
