PROBLEM TO BE SOLVED: To provide a method for easily manufacturing a toner having a stable particle size and sharp grain size distribution. SOLUTION: The toner is manufactured in steps of continuously mixing and emulsifying an oil phase and a water phase by an emulsifying mechanism unit 4 equipped with an emulsion machine 2 having stirrer vanes and an emulsified liquid circulation passage 3, controlling an equilibrium reaction of atomization and coalescence to form liquid drops, feeding the liquid to the succeeding step, and successively subjecting the liquid to predetermined treatments of removing a solvent, filtration, cleaning, drying or the like. The oil phase comprises a dispersion material prepared by dissolving or dispersing at least two kinds of resins having different molecular weights (for example, a modified polyester resin modified by a urea coupling and a unmodified polyester resin not modified with a urea coupling), a colorant and a release agent in an organic solvent. The water phase comprises a water-based medium containing a solid particulate dispersant.
