<P>PROBLEM TO BE SOLVED: To make security maintained/inherited when a top secret document is changed in form. <P>SOLUTION: This system is composed of a computer D for management, a user database (DB) E, a user policy DB (F), information DB (G) of digital data, information DB (H) of top secret document data and a printer I. These devices are all connected by LAN or the like. The user DB (E) is a database wherein a user name, a group, e.g. a department/section, to which a user belongs and a post (department manager, section chief, chief or the like), recorded with character strings, are registered. The user policy DB (F) is a database wherein the managerial level of each user group and the competence thereof for operation of data are registered. In the information DB (H) of the top secret document, small-sized radio tags are disposed for a sheetlike medium such as paper, while the attached radio tags are all put in a state of being difficult to detach.
