PROBLEM TO BE SOLVED: To provide a map data updating system and navigation system that more effectively performs the update of map data. SOLUTION: The navigation system 1 sends an inquiry about the presence of a new road including inquiry data with a calculated vehicle position to a map data server 3, when the vehicle position outside a road on map data that a map data storing section 11 holds. An updating service server 31 for a map data server 3 that receives the inquiry about the presence of the new road instructs a corresponding road data searching section 32 to search the road matching to the vehicle position contained in the inquiry data from the map data in a map data base 33, and then sends the searched road data as the updated data to the navigation system 1.
