<P>PROBLEM TO BE SOLVED: To provide a packaging material having a cutout portion printed with specific information of win or lose, which is used for a packaging bag or container lid material to enable the visual recognition of the specific information included in the packaging bag or lid material upon purchasing them, thus offers a superior game factor and to provide its manufacturing method. <P>SOLUTION: The packaging material 1 is formed by laminating a print base material film 10, which has a pattern printed layer 12 on its back surface, and a sealant film 16 via an adhesive layer 14, and has the cutout portion 30 on the end. At the cutout portion 30, the adhesive layer 14 is not present between the print base material film 10 and the sealant film 16, and a perforated line 32 is made on the periphery of the cutout portion 30 on the print base material film 10.
