PROBLEM TO BE SOLVED: To provide an image encoding apparatus for improving reproducibility such as fine texture or the like while restraining reduction in encoding efficiency in the image compression and encoding process.

SOLUTION: The image encoding apparatus 10 for quantizing orthogonal conversion coefficient comprises an activity detecting means 101 for detecting activity of the input image signal, a dead zone width deciding means 113 for deciding width of the dead zone on the basis of the activity detected with the activity detecting means 101 and quantization step width in the quantizing process, and a quantizing means 106 for quantizing the input image signal in the dead zone width decided with the quantizing dead zone width deciding means 113.
