PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device capable of recording signals on a disk with a laser beam emitted from an optical pickup. SOLUTION: The optical disk recording and reproducing device is provided, in which a recording operation by constant angular velocity and a recording operation by constant linear velocity can be performed, and which has an optical disk recording control function to control the rotation speed during recording by recognizing recording data length to be recorded on the optical disk. When decision is made that the disk rotation speed when receiving the recording operation command sent from a host is lower than the disk rotation speed at the recordable highest linear velocity at the recording start address, the recording speed is selected so as to minimize the time required for recording of the prescribed recording data length.
