PROBLEM TO BE SOLVED: To store data in a stationary state other than a time point when a large volume of data are generated, without generating a delay, even if the large volume of data are generated in the continuous storage processing of the data generated consecutively in real time. SOLUTION: A data volume regulation part 103 inputs input data from a data analysis/normalization part 102, and calculates a planned storage time when writing for the data block of the input data is finished based on the number of the data blocks of a writing data sequence 107, when the input data are brought into a prescribed data block. A planned storage time is compared with a delay allowance time of a maximum delay-allowable time to determine whether the data block of the input data is able to be stored within the delay allowance time or not, the data block of the input data is added to the terminal of the writing data sequence when being able to be stored within the delay allowance time, the data block is added to a pending data sequence when being unable to be stored, and the data block in the pending data sequence is written in a database when no data are inputted.
