PROBLEM TO BE SOLVED: To provide a voice signal transmission delay time measuring technology which can simply measure the transmission delay time of a voice of a voice transmitter/receiver, a multimedia communication system, etc. without using a special purpose measuring instrument. SOLUTION: A transmission delay time measuring apparatus 11 placed on or connected to a voice communication apparatus to measure the transmission delay time of a voice signal between other voice communication apparatuses includes a voice signal input means 111 for inputting a short time voice signal; a voice signal returning means 113 for transmitting a voice signal by a transmitting/receiving means 112 provided in the voice communication apparatus, and again transmitting the returned voice signal to the transmitting/receiving means when the voice signal is transmitted from the other voice communication apparatus by return; a folding time counting means 114 for counting the number of return times of transmitting and receiving of the voice signal within a predetermined time; and a transmission delay time measuring means 115 for obtaining the transmission delay time based on the predetermined time and the counted value.
