PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method effective to low temperature fixing. SOLUTION: An electrostatic latent image is formed with image exposure light L on a photosensitive drum 1 whose surface is uniformly charged with a charging device 3. A developing device 5 holds charged toner particles, and when it is made close to the surface of the photosensitive drum 1, the toner adheres selectively only to the image portion on the photosensitive drum 1 in accordance with the potential of the photosensitive drum 1 and the charge of the toner. A toner image formed on the photosensitive drum 1 is transferred onto a material P to be printed by the potential of a transfer charging device 7. Prior to this transfer, the material P to be printed is subjected to electromagnetic induction heating with an electromagnetic irradiation device 11.
