PROBLEM TO BE SOLVED: To attain stable atomization by preventing the discharge from a conveying part in the application of an electrostatic atomizing voltage in an electrostatic atomizing apparatus. SOLUTION: The electrostatic atomizing apparatus is provided with a liquid storage part for storing a liquid to be atomized, the conveying part for conveying the liquid and having conductivity, a liquid energizing electrode for applying voltage to the conveying part, a counter electrode arranged to be opposed to the top end of the conveying part and a voltage application part for applying voltage between the liquid energizing electrode and the counter electrode. The voltage application part applies a voltage V1 to deform the liquid boundary surface of the top end of the conveying part into a projecting part at a position across the most top end of the conveying part by the electric force produced by the applied voltage before the liquid is electrostatically atomized from the top end of the conveying part by the applied voltage and after that, voltage V2 for electrostatically atomizing the liquid is applied. Because the liquid is electrostatically atomized after the liquid boundary surface of the top end of the conveying part is deformed projecting, electric field is easily concentrated to the liquid boundary surface deformed projecting in the start of the dishcarge to attain stable atomization.
