PROBLEM TO BE SOLVED: To attain stable atomization by preventing the discharge from a conveying part in the application of an electrostatic atomizing voltage in an electrostatic atomizing apparatus. SOLUTION: The electrostatic atomizing apparatus is provided with a liquid storage part for storing a liquid W to be atomized, the conveying part 3 for conveying the liquid W in the liquid storage part to the top end 30 side positioned at the outside of the liquid storage part, a liquid energizing electrode for applying voltage to the liquid W, a counter electrode 5 arranged to be opposed to the top end 30 of the conveying part 3 and a voltage application part for applying voltage between the liquid energizing electrode and the counter electrode 5. The conveying part 3 has a capillary structure and is made from an insulating material having a surface S charged positive or negative. A prescribed voltage is applied between the liquid W and the counter electrode 5 to form a projecting part C on the boundary surface 1 of the liquid W and the liquid W is electrostatically atomized from a Taylor cone T formed on the projecting part C.
