A water control structure that excels in not only material strength and economic advantage but also properties contributory to water cleanup, such as adsorption capacity and microbe fixing capability, having a water cleaning material suitable for water control construction used as a filler stone in a gabion or mattress. Further, there is provided a concrete block for water control construction, in which the water cleaning material is used. Still further, for application of a water control construction using these, there is provided a water cleaning material of high strength excelling in ammonia adsorptivity and microbe attachability obtainedby mixing together a binder and zeolite as essential raw materials and firing the mixture, in which the zeolite content of the composition is < 50 wt.%.
