PROBLEM TO BE SOLVED: To provide a hot-water heating system for preventing surface temperature of a floor-heated floor from increasing more than necessary, even when a failure such as an opening/closing failure occurs in a flow control valve. SOLUTION: In the floor heating system, a floor heating operation is performed in first stationary operation mode where the openings of the flow control valves 43a and 43b are adjusted so that the supply temperature of the hot water to floor heating mats 21a and 21b becomes a set supply temperature in an operation state of a terminal-side circulating pump 46, or in second stationary operation mode where thermal valves 47a and 47b are controlled by duty ratio. When a state where the inlet temperature of the hot water in the floor heating mats 21a and 21b exceeds an upper limit temperature continues for a predetermined time in the floor heating system where the floor heating operation is shut down, it is determined that an opening/closing failure occurs in the flow control valves 43a and 43b of the floor heating system. At this time, a full closing command is outputted to the flow control valves 43a and 43b, a shut down command is outputted to a hot-water heating heat source machine 10 and the terminal-side circulating pump 46, and a failure indication is displayed on a display part of the remote controller for floor heating.
