PROBLEM TO BE SOLVED: To perform ignition timing delay control of the ignition timing for purifying exhaust gas by activating a catalyst, without causing inconvenience such as reduction in idle stability and reduction in drivability. SOLUTION: After starting an internal combustion engine, an ion current is generated with every ignition in a combustion chamber of the internal combustion engine. An average of a measured value of a crank angle up to extinguishing the ion current from the ignition being a detecting value of the ion current is calculated, and a deviation is calculated on the basis of an absolute value of a difference between the calculated average and the measured value. When an average Iav of the measured value of the crank angle satisfies a predetermined condition, that is, a preset lower limit threshold value Imin to an upper limit threshold value Imax, and an average Isav of the deviation Is of the detecting value satisfies a condition of being a preset predetermined value Ismax or less, and when confirming that air-fuel ratio feedback control is started, the ignition timing delay control of the ignition timing is performed.
