PROBLEM TO BE SOLVED: To provide a controlling mechanism permitting the compact constitution of the whole, allowing an operator to know the condition of a fixed location more definitely, preventing operational errors, largely reducing the wear of steel balls and plates and having excellent durability. SOLUTION: This controlling mechanism comprises a control lever 1 for rotating a shaft 2s supported by a fixed part of a panel 4 or the like and a restriction retaining means 7 installed about a shaft 15. The restriction retaining means 7 comprises: a plate with a recessed portion 71 provided about the shaft 15 passed through the panel 4 or the like and provided with a recessed portion 71a such as a groove; a hard ball 72 that is detachably fitted in the recessed portion; a plate 74 that is fixed to the side of the fixed part of the panel or the like by boring a through hole 74a fitting the hard ball in and a recessed hole 74b fitting a magnet 75 in; and a pressing plate 76 capable of sliding and rotating axially to the shaft 15 by being attracted by the magnet in such a manner as to press the hard ball.
