PROBLEM TO BE SOLVED: To provide a thin electromagnetic wave absorber in which an electromagnetic wave absorbing layer and a retardant layer of a dielectric loss type electromagnetic wave absorber are laminated, thereby imparting retardant properties, and which is applied for a neighborhood field having a high noise inhibitory effect. SOLUTION: In the electromagnetic wave absorber for the electromagnetic wave absorbing layer composed of an organic coupler and the carbon powder of a specific surface area 20 to 110 m<SP>2</SP>/g, the retardant layer composed of the organic coupler and a fire retarding material is laminated on one side or both sides of the electromagnetic wave absorbing layer. The carbon powder is preferably a boron solution carbon black having electric resistivity of 0.1Ωcm or less based on JIS K 1469, and the fire retarding material is preferably hydroxide and/or phosphorus compound.
