PROBLEM TO BE SOLVED: To provide a steam generating device which can apply an effective freezing preventing remedy to the device itself, and can facilitate the installation in cold districts. SOLUTION: This steam generating device is equipped with a heat-exchanger, a hot water circulating means, and a controlling means. In this case, the heat-exchanger is equipped with a heating means and generates steam by diffusing hot water. The hot water circulating means recovers the hot water which is diffused to the heat-exchanger into a tank, and diffuses the hot water again to the heat-exchanger by a circulation pump. The controlling means controls a water feeding means and a water draining means, and prevents freezing from occurring by making a small amount of water circulate from the water feeding piping to the water draining piping at a pre-set predetermined time, e.g., in a predetermined time zone in one day, 24 hours, while the heat-exchanger is not being operated, or when the temperature in a room detected by a temperature sensor reaches a predetermined temperature or lower.
