PROBLEM TO BE SOLVED: To solve the problem: in a method for adjusting directional characteristics of a transmission and receiving apparatus of a VICS and limiting a reception area in the case that commercial information communication is performed in places other than public thoroughfare, such as in a parking lot of a restaurant or hotel and on a private road before entering the parking lot, unnecessary information is transmitted to unspecified number of general vehicles. SOLUTION: The VICS on-road equipment divides data to be transmitted by an on-road equipment control unit 8 for providing only a vehicle running at low speed or stopping with the commercial information and transmits them as data of a long interval to a light receiving and emitting part 2 by controlling timing of transmission. Thus, even when a part of the information is transmitted to unspecified number of the general running vehicles, a plurality of divided frames are not all received, so unnecessary information is not displayed to a navigation apparatus 300.
