PROBLEM TO BE SOLVED: To provide a method for more simply selecting a highly reliable polymer in selecting a polymer which gives improved wetness to the skin when formulated into a skin cleansing agent. SOLUTION: The method comprises reacting an arbitrary cation-containing polymer with a higher fatty acid or a salt thereof to form a water-insoluble complex, measuring the angle of contact of the water-insoluble complex with water, and formulating the polymer into a skin cleansing agent by using the measured angle of contact with water as an index of the polymer.
