The method for treating the surface of steel plate is comprising that aqueous epoxygraph acrylate resin is prepared by polymerizing the epoxy region and the acrylic region, then neutralized, to which the lubricant and the curer are added to prepare thermosetting aqueous lubricant solution having excellent surface lubricant and processibility. It consists of polymerizing the bisphenol type epoxy region of 1000-5000 Molecular Weight and the acrylic region such as acrylic acid, methylmethacrylate and so on at weight ratio of 1:1-5 to prepare thermosetting aqueous epoxygraph acrylate resin, then neutralizing with dimethylethanol amine, triethylamine and the like and diluting to 10-35 wt% in solid, mixing lubricant by combining olefin wax or polyethylene wax and paraffin wax, and curer such as amino resin, isocyan curer and the like to prepare lubricant resin solution, then coating in 0.5-5 micrometer thick and calcining at the steel plate temperature of 140-200 deg.C.
