A camera (12) wherein a sound input section receives a monitor sound acquired from a monitored place, an image creating section creates a monitor image acquired from the monitored place, a sound abnormality detecting section detects sound abnormality of the monitored place on the basis of the monitor sound, an image abnormality detecting section detects image abnormality of the monitored place on the basis of the monitor image, an overall abnormality judging section overall judges from the results of the detections by the sound abnormality detecting section and the image abnormality detecting section whether or not there is any abnormality, and an abnormality reporting section reports the abnormality, if any, to a controller (14). Abnormality can be reliably detected by overall abnormality judgment.
